If your hairs did this all at the same time you would go completely bald every few years. New growth is more visible at a parting.

It's probably new growth, you always have new hairs growing in as old ones fall out, just part of the normal hair growth cycle. You have hairs of all lengths all over your head. If it didn't work this way, you would do a sudden moult, all of your hair would come out at once, and then it would all grow back at once. Better this way!
