You definitely can! I use full cover tips and never felt the need to do builder gel on top. I just glue, shape them, and paint! Life changing and soooo much easier than builder gel/nail forms that I was doing before lol. I use builder gel under the tips instead of glue. I also paint a coat of builder gel over the tips.

I've had them on for about a week with only one popping off (I don't think the bottom edge was glued down all the way and some water got under it.). After some doing some reading about gel tips, I found that Gelish has a gel tip adhesive that's basically just a hard builder gel. Several videos that I've watched have said hard builder gel as well.
